Before punk injury WWE was trying to do Face rock vs heel roman at mania 41 that's why rock teased head of the table in day 1 episode of raw because they wanted it like cena vs rock last year means rock would've costed roman his title this year.
When punk got injured and they changed plans because Rollins left with no opponent so they decided rr winner Cody should go for whc this year while rock vs roman should happen this year and roman vs Cody will happen at wm 41 but due to heavy backlash WWE went to their original script of Cody vs roman but due to rock getting heavy booed and people already referring him as heel WWE made strategy to make storyline much more interesting with rock being in spotlight by turning rock heel and joining bloodline so rock vs roman will happen at next year but this time rock will be heel and roman will be face

I think they're gonna pull a fast one on people and Bloodline Rules means they get to choose the refree. The Rock will become guest ref and 100% do that "it doesn't matter if the Rock counts to 3" spot
Cody and Seth got their heads kicked in on Raw. They’re gonna show up on Smackdown and jump the bloodline, then they will lose to the Bloodline night 1, and then Cody will overcome the odds and win on night 2 with Bloodline rules.
