Not only because of Messi and friends, but they also get back Gregore and Mota from injury, plus it looks like they are going to pick up at least a couple of young DPs from Argentina. And at least a couple of those local kids they've had to play lately look like they could develop into pretty good players, particularly with some tutoring from the greats.

This isn't the NBA where people say LeBron is 4-6 in Finals... Footballers don't have winning/losing records, they simply have trophies and winners medals.
Miami is only at the bottom of the table because they lost half their team, including their entire starting midfield, to long term injuries. Once they get those guys back and with the addition of Messi, Busquets and a couple of other players they should be contenders next season.
