They shouldve repeated what they did for the first game, keep this epic track, but then fade it out into the creepy menu theme. That would really fit the insane journey thats just ended but it reminds you that you're just a bystander to this, the more eerie music is what the character would be hearing.
While it sounds a bit _too_ upbeat for such a dark game. It does, however, as others have pointed out, feel like it's a celebration of the end of an era, which is fitting as this is their last game made on the Renderware Engine.

Someone should edit this end credits and replace the scenes with some of the previous 3D Rockstar Games in them. That way it fits the ending of the Rockstar 3D Universe Era with a tribute to the previous 3D Rockstar Games with this song playing in the background :)

Guessing the reason why they changed this theme was probably because it didn't fit the whole tone of the game, which was dark, gritty, and depressing.
