The way i see it is that twisted metal black was about sweet tooths mind and now he was able to escape his mind which is how harbor city starts him escaping the asylum he was in and starting twisted metal all over again?!
Few things from this game mode : 1. This game could be have gore effects like decapitation. 2. Sweet Tooth could use any firearms. He could be shoot those helicopters down to escape. 3. The dogs could attack you and you might be able to kill the dogs. 4. There must be a "stealth" mission, because the impound lot has light tower. 5. Sweet Tooth's special slightly nerfed (?)
I think if the game stil went though, this could have been the second game to feature more than 20 vehicles after twisted metal 4. Both games has 13 default vehicles and more than 9 additional vehicles (9 bosses in tm4 and the supposed 12 unused in tm harbor city)
Actually glad they killed this, this would've been forced as hell to chase the GTA open world trend. Because that's what people were clamoring for in Twisted Metal, a car combat game, open world gobbledegook.
@manuelcortez5997 Not a bad idea if they had gone that route but publisher pressure was clearly leaning towards this being a total overhaul and sidelining the car combat stuff for a bunch of shoehorned in missions and on-foot gameplay. They almost did have that Mad Max game a while back with proper open world but weren't given to resources to make it a reality.

It gives me Manhunt vibes and how that was set up, being mostly a survival horror. I can see that working in atmosphere like Black/Harbor City

It is from Twisted Metal: Harbor City. A ps2 game that was never finished and canceled in 2005ish
