Thanks a mill for this. Handoff was on for my Mac and iPhone, but it still wouldn't work. Other articles on the net were suggesting a lot of ways to try and fix this, which were the usual turn off WiFi, Bluetooth, device reset etc, but running your commands showed that ClipboardSharingEnabled was 0. I ran the second command to enable it, and I was immediately able to copy and paste between my Mac and iPhone!
I went through 10 different articles with numerous solutions which did not help. Finally I found this one which worked. The only thing which I needed to do after restart (it did not work yet) was to add Bluetooth in Sharing options. Big thanks!

You know, sometimes I wonder are Apple ignorant or lazy?!? This can be part of any update as a script to fix if needed. We are .4 versions with multiple .x.x and they just do not care.
Mine says "The domain/default pair of (/Users/_/Library/Preferences/com.apple.coreservices.useractivityd.plist, ClipboardSharingEnabled) does not exist".. I've looked in my library and there's no "com.apple.coreservices.useractivityd.plist"
