Balancing reasons I think, like they managed to hold out for 99% of the video while fighting the Allies, Axis and Japan simultaneously. Also assuming they got cores, they got a good amount of industry and manpower with all the baltic states as well as Finland and east Poland, at least they got more than the UK, which probably even lost resources because they are missing industry foci the dominions get

If they got cores the soviets actually got a lot I think. Ignoring the polish provinces, they got 50% more civilian factories and over 25% more mills, on top of more population
