I think you pay mostly for learning. If you have the knowledge you can get most for free. You need a container. Second hand or through an aquarium society, you can get it almost for free. Light is essential, and sunlight should be avoided for several reasons. But there are many possible solutions depending on how you live. Plants and fish/animals is up to interest. 100 years from now standard was to just collect outdoors but you need a lot of knowhow. I live in Sweden and the aquatic fauna and flora here hibernate more or less during winter which might cause problems. Much easier is tropical or even better subtropical animals so you can skip the heater. I would say lowest possible is about 10-50 Euro/USD for animals and that is all. There is no upper limit. On the other hand. Learning from trial and error, will teach you how an ecosystem works. If all urban people gets that knowledge, there will still be hope for the earth to survive...
