Krymoff, As noble your comment/intention may be, I believe there are very specific export laws/rules related to body armor shipment from US. That, and the emotional nature of the times provide ample opportunity for scammers to collect "donations" that may not actually be used for the stated goal. You may have honorable intentions but everyone should know to be aware of possible pitfalls.

now such of improvised DIY body armor plates tested and already manufacturing in Ukraine by civilians who using available materials and making bulletproof plates on the spot to protect themselves and their families and territorial defense force volunteers.

Armor only gets rated by the NIJ if you submit it to them and put up the money to do the testing and certification. If someone claims to have the best armor technology in the world and doesn't get it NIJ rated, that says more about them or their product than the NIJ.
