    The thug was that thick he actually said "no" on camera when asked to identify himself. For that alone he should have been suspended, but with the assault as well he should be sacked immediately. Our taxes shouldn't be paying the wages of thugs.

    With regard to BWV, it is more than just a 'policy' that the constables should be aware of to inform a citizen if they are being recorded at the earliest opportunity, it is one of the fundamental parts that form the 12 guiding principles of Surveillance Camera Code of Practice. The foundation point is that we are policed by 'citizen' constables and with that we are policed by consent. And to hold the confidence of the public, video and audio recording must be seen to be 'Overt'. And to be overt means that citizens must be informed at the earliest opportunity that they are being recorded. Anything other than that means that it is 'covert' recording, which has a host of safeguards, including approval by a senior officer and certain legislative requirements. As you will see in Annex B, below, point '2.' states...
    'Be confident in describing what you are doing and tell people they are being both visually and audibly recorded.'
    No police officer should 'presume' that a member of the public knows that they are being recorded, by seeing a small flashing red light for example... the member of the public must be explicitly told. And whilst there are common sense times when explicitly informing of recording may be delayed, such as violent confrontations and public disorder, the majority of the times there are no justifications that would stand up in court other than immediately informing the citizen. And as is stated in the Home Office (2013) document...
    '...and such consent on the part of the community must be informed consent and not assumed by a system operator.'
    It is also important that a citizen 'knows' they are or have been recorded by the police because that citizen has the right to ask for copies of any recordings in which they are the subject through legislation. If they are unaware that the police are recording, then they will have been denied the right to lawfully request a copy of any recording in which they are the subject - and they will have been recorded 'covertly', which is against the principles of surveillance by consent - 'overt surveillance' - and transparency.
    And for those that are not aware, these BWV devices, when switched on by the officer-wearing at the start of their shift, are recording video (no audio) on a 60 second loop, and when 'activated' by the officer-wearing the previous 60 seconds of video is also included as part of the main captured recording. These BWV devices can also take 'still' photo images, too.
    To state from a couple of key documents...

    The purpose of the code will be to ensure that individuals and wider communities have confidence that surveillance cameras are deployed to protect and support them, rather than spy on them. The government considers that wherever overt surveillance in public places is in pursuit of a legitimate aim and meets a pressing need, any such surveillance should be characterised as surveillance by consent, and such consent on the part of the community must be informed consent and not assumed by a system operator.
    Surveillance by consent should be regarded as analogous to policing by consent. In the British model of policing, police officers are citizens in uniform. They exercise their powers to police their fellow citizens with the implicit consent of their fellow citizens. Policing by consent is the phrase used to describe this. It denotes that the legitimacy of policing in the eyes of the public is based upon a general consensus of support that follows from
    transparency about their powers, demonstrating integrity in exercising those powers and their accountability for doing so.

    Why is it that a lot of cops can't even get their own policy right when it comes to identifying themselves and advising their camera is on?     Don't automatically assume that bullies are all people that were bullied at school. Some people have always been bullies - placing further stigma on people who have suffered as kids lets those who have always been aggressive be free of criticism and places it on people who were victims.

    i don't get it, why isn't this pcso charge and making an appearance in court before a magistrate.
    suspended, big deal. Why are they above the law.

    The camera doesn't show the officer pushing you. I assume the officer's bodycam shows that since he got suspended? Will you be showing that footage in the future?

    Been a while since I"ve had any form of contact with the Police, But as i can recall, for a Police officer to address a member of public, outside in the open, did they not have to be wearing there Helmet or Cap?
