They design their processor specifically for their devices. Its much easier to optimize than a 3rd party product meant for a ton of different devices.

The CPU is not that much more powerful to be the sole factor. Main thing is the software support. COD on Android isn't just being supported for one set of tablet and phone line. Samsung alone has more tablet and phone options than Apple and then add pixel, Motorola, xiaomi, one plus and others.
