can i use regular emulsifiers that are non ionic
You need powerful emulsifiers to stabilise the iron oxides, you will find this workshop helpful, on Can I use a different emulsifier: personalcarescience.com.au/Workshops/Emulsifierworkshop-3165/
Can you adjust the colours at the end, if so does that mean we can add the colours as the last step ?
With the phytic acid coated materials yes you can - but not if it is not a coated iron oxide, it would then need to be added in the oil phase.

Yes, I do! Just leave a good 5 minutes after applying the moisturiser before you apply your foundation.

I used these pigments but they wouldn't fully disperse into the foundation, why do you think that is? It was water-based.
