No VIN can't win, but somewhat easy to figure out, no doubt: 1FA for US made Ford passenger car, L for manual seat belts and dual airbags, P46 for Mustang Cobra convertible, D for 5.0L (302 CID) V8, Cobra engine, aka "The Post Fox that Rocks", then a random check digit, S for the 1995 model year, F for Dearborn, MI assembly and the rest is the production sequence. The Dearborn portion of the Rouge plant complex closed in 2004. No tag, can't brag, but some can be figured out, no doubt: UA for Black exterior paint, among other codes.

That would be the 03/04 Terminator Cobras that have IRS
No the 1999 Cobra were the first with the independent rear suspension. It has 99+ Cobra wheels. Maybe that's throwing you off.
