it's so similar ,even I came across the scholarship just when I was in the first semester of master's degree ...now I'm in third semester , one more to go .:) I agree , one or two years preparation is needed to be at least confident about your application .and I'm so happy the interview was with the PhD student :)) It's so helpful for me . Edit: The tip about attaching only the relevant awards certificates was enlightening :))

It's fine you can have recommendation letter that have date of one or two months before the actual application. For this you can use last year's LOC.
