We have a company in Minnesota and we always put metal over shingles unless it's a new build,or the customers wants the shingles removed or they have to be removed because there's too many layers. Our compa y is 45 years old and I see our roofs we put on 30 years ago still holding strong. If it's done correctly it is absolutely OK to go over shingles and it's cheaper also.
The upside to doing it is that you're creating an an extra air gap that didn't exist before. If you remove the asphalt roof and put the metal right down you're loosing the second air gap. Homes that have metal over shingles are MUCH cooler in the summer than those that don't - its like having a big tree over your whole roof.

Not everyone is gonna be able to afford standing seam. I just ordered for a ag-panel 1,900 square ft single slope roof. Total for everything flashing and trim was $2300. Was quoted $4500 for just the snap lock standing seam panels.

He is inferring that the shingles degrade (get thinner) and cause a gap between the metal and shingles over time.

1) That's why you use standing seam only.
2) You can put it over shingles if you use 1x4 strapping and shim it up so it's flat.
Have you heard of retro ease. Aka RE2. It's a plastic/ rubber type material that comes in rolls. You can use it in place of wood purlins.
I still put my screws on the ridges.

You can put metal over shingles if it's done correctly. My parents house has had one over their house for 35 years and it's still holding strong.
Screw should not even be put there...better odds the screw was never fastened properly. Human error more than material issue 9 times out of 10.
