From this day forward the London Fire Brigade must appoint a smoke and flame test Inspector that routienly reports to in progress buildings being constructed to remove newly installed building materials for sample flame tests to ensure that ALL building material installed meet or exceed ASTME standards for flame spread and smoke development. And, now that its years and years and years later, enough time has passed that the sentences are going to be considerably lighter than they would have had the investigation concluded just one or two years after it happened.
They (plan reviewers and building inspectors) accepted the flame certificates for the panels at face value. When I was a fire inspector in Chicago I would cut a piece of material or take a scrap and burn it with a lighter once on the outside of the building under inspection. You would be surprised how many times we caught Responsible Parties using non-fire rated furnishings and building materials.

Nice work for the lawyers and this guy. They milked £100 million from taxpayers for this. Seven years. Completely ridiculous costs and timescale.
