Considering both are basically immortal, The Hulk having the green door and Wolverine having the Krakoa resurrection pods, neither can actually win.
If we just have the two fight in a Vacuum, they both simply heal too much for it to matter. They'd just eventually get bored of pummeling/slashing a pile of flesh.
It's fitting that Wolverine first appeared as a villain of the Hulk. They're probably the only two who can fight till they get bored like this.
You could also put deadpool into that pile

wolverines first appearance he wasnt really a hulk villain he didnt have healing factor or even adamtium skeleton it was just a mutant with animal sense with metal claws on his gauntlet the whole character has changed so much
Eventually base hulk would beat up Logan and he would just be a pile of flesh. And hulk would be able to fully get rid of him before Wolverine heals enough. The thing is that because hulks personas and soul are different, even a claws going through hulks brain wouldn’t get hulks soul out of his body, the brain can heal and hulk would have no memory loss whatsoever, so yes can Wolverine kill base hulk, yes, but the thing is that hulk would most likely kill Wolverine first or will almost always keep Wolverine from having that chance. Considering the fact that hulk literally one time kept punching wolverines skull and eventually the adamantium skull was squeezing the brain and eventually crushed the brain from inside wolverines skull. And Hulk did that while facing the rest of the x-men.
It really is one of those Unstoppable Force vs Immovable Object things. Immortal Hulk (insofar as that’s canonical, I’m not sure where we’re at with that and frankly even if I did it’s always subject to change) is like… a Tulpa or a cosmic entity or some such and you could turn Logan into pulled pork and then drop a nuke on him and he’d still show back up a week later in jeans and a beater so… “depends on who’s writing” really isn’t a cop-out. It’s the product of decades of inconsistency that’s inherent to how cape comics function.

I'm glad Logan got one or two over Hulk even in canon. I thought it was a clean sweep in Hulk's favor...Still, why is this considered a nostalgic match when it's so clearly one-sided? I don't see anyone clamoring for Daredevil vs Electro, Round 2.
So do we just accept that Wolverine can basically regenerate adamantium? Bc once you cut him in half, his new grown lower half wouldn't have the adamantium...or it shouldn't.

His healing factor caused the adamantium and his skeleton to bond and become adamantium beta; so it pretty much became a part of his natural body and he can grow it back.

He can. Apparently the adamantium is so bonded to his skeleton that he can regenerate a lesser version of it if he's bisected. Comics are stupid but that's why I love them.

there is an interview between len wein and stan lee called: The roots of the wolverine. where len wein explains wolverine was not originally intended for xmen but as an opponent for the hulk. they are basically meant to be equals in there own way. pretty much as other people have already pointed out, its whatever the writer decides is best to move the story forward. it really is a 50/50 on this one.

People forget the immortal hulk. The 616 hulk straight up suplexes dimensions.
Number 1 reason why it sucks being a She-Hulk obsessor.
What's the difference between "kill" and "eternally incapacitate". Hulk does not have the tools to beat Wolverines healing factor. Wolverine does not have the tools to beat Hulks healing factor either. But Hulk can easily "eternally incapacitate" Wolverine forever by taking the fight to a place with no air, the ocean or space. It's canon that Wolverine will simply regenerate enough to stay alive, but can't regenerate enough to change his circumstances (being at the bottom of the ocean or in space). He will drown/suffocate and come back to life repeatedly. The only reason writers pitted him against the hulk in the first place was so Hulk would have someone he can go extra violent on without killing. Wolverine was created as a punching bag for Hulk.

Sometimes I like to think about how far I can stretch healing abilities. For example :
Hulk : “What are you doing?”
Wolverine : “Standing up, what else?”
Hulk : “But I just snapped you in half and ate your legs”

They can legit both heal from anything forever. Though Logan ages while Hulk will not (at least he will live MUCH longer). Logan having to use his healing factor so much will probably accelerate his aging, causing him to eventually lose. I don't remember the comic names but there is one where Banner/Hulk lives to be the last living being on earth. In that or another he is eaten entirely by bugs and heals in 17 minutes. But I don't know if many versions of Wolverine age the same. There must be one where the healing factor can counter the aging or something. But overall I really think Hulk would win.

At the end of the day, we can all agree, whenever this debate comes up, Wolverine, Thor, and the Thing will always emerge.
Shawn Leavy said that one of the antagonists in Deadpool 3 will be a "familiar face" to the audience. Since Wolverine's actual Marvel debut was at the end of a Hulk issue, don't be surprised if we finally see Wolverine fight and possibly mortally would the Hulk to really put his healing factor through it. If you're wondering how the Hulk could be back to his savagery self, this Hulk could be from a different universe as Marvel could say that there was a Hulk in the FOX universe the whole time, but we just never saw him. Or Deadpool could get the Black Continuity Stone to remove the docile Professor Hulk persona out of the 616 MCU continuity in the film.
I Mean in the Old Man Logan Universe, Hulk was a cannibal and he swallowed Logan into his stomach and Logan Freed Himself out of the Hulk's Body With His Claws basically killing him.

the thing about the hulk vs wolverine debate is that hulk has 1 BIG advantage while logan has several smaller advantages
Hulk is strong, very strong and he gets stronger the angrier he gets
Wolverine has Speed, a decent amount of super strength, claws that can cut through anything, an arguably stronger healing factor, he's smaller therefore faster and has 200 years of experience
It's a good 50-50 in my opinion, the deciding factor being whoever's writing the story and whoever needs to win for that story to continue

Wolverine's joints do not have adamantium, otherwise he won't be able to move. So hulk rips logan's arms and itregrows but it no longer has adamantium in it, this will happen to any part of wolverine that gets rippes of. Meanwhile Hulk gets stronger and all his powers get a buff the angrier he gets, powers like his strength and durability, enhanced healing and regeneration, adaptive immunity. Without any plot armor Logan just gets ripped apart by Hulk until he no longer has any adamantium in his body and then Hulk just does what he please with wolverine after that whether he eats him or just crushes him to ground meat or throw him off to space.
Hulk could easyli rip wolverine appart and throw his limbs to the moon.
