      Or any supervisors in the chain of command who were aware of this incident? This is yet another example of why police reform is needed. Body cams should be required for EVERY police dept in the country and any officer who shuts off their body cam while on an incident should be terminated no questions asked. In addition, every police dept should have a civilian oversight board who is required to review any arrest where an injury has occurred, including reviewing body cam footage.

      Exactly.Even for shooting. There are situations where they put bystanders, and fellow officers in more danger than the criminal does. If it is justified and doesn’t put others in danger, they don’t need immunity. Same with physical injuries. They shouldn’t be using so much more force than the criminal that they end up with more than bruises or cuts, or accidental injuries from falling against something which the officer has no ability to control. They also should face at least monetary punishment for turning their cameras or audio off without being able to give clear evidence of malfunction which would be sustained and not coincidentally convenient for a small period of time. There also needs to be independent oversight above them so commanding officers or chiefs, or anyone related to law enforcement are not able to sweep it under the rug. The whole system, as it is, is a mess. Even unions fight for bad cops. I get the need for unions on the one hand, fighting for benefits…but on the other, no one is ensuring that the bad cops, or workers in any professions, don’t get to hold positions in the unions and work to cover their own butts and buddies.

      In the state of Ohio, there is a separate charge for doing harm to golden agers that adds extra time to your sentence. So, why should cops be above that (laws are different from state to state)?

      @@theodoreroberts3407 This one will be looked at very closely due to the Police Accountability Act in Colorado. I can not understand how one officer can stand by and do NOTHING but watch, while another police officer misbehaves. Same as the other three officers in the George Floyd case.
      I support our Police 100% BUT I do not support 100% of the officers that get hired.

You are making a blanket statement that is comparable to saying that everyone of a certain race are evil. That is what gets us all in trouble.       @@BrokefishN More, or less in their policy. They love to sometimes yell out to you, I'm just following policy. Which we all know, Policy is not Law. The Policy stays the same, due to the victim takes the money the city offers without Trial. In most cases the city sets the terms to which you take the money. They admit to no fault, but find the persons behavior in bad taste. Trial = policy change for sure.

      I try not to knowing from personal experience it gets far worse when money is involved. The police in Hawaii tried to kill my girlfriend in 1994 after she was hit by a drunk driver by taking her to the wrong hospital that doesn't do major surgery and providing misinformation that put her in observation. They also filled out a false police report so impossible her medical records listed police corruption connected to her auto insurance was affecting her recovery. Then there's what happened on June 9, 2009 and what followed... this is the equation for the Fine Structure Constant: (e{a})/t=E and that's just a fancy way to spell busted. It's just a matter of time...

      @karen bevis Yes... and this is not the only video of the police turning off the cameras to beat a defenseless woman as officer Wiley Willis did to Angela Garbarino where almost half a million dollars in a payoff was used to silence what officer Willis did to her after turning off the camera and leaving Angela in a pool of her own blood. Officer Wiley Willis says she tripped and fell.
      Officer Willis who is white was fired but never charged for the felony crime of disfiguring Angela who is also white and I think it's important to point out the violent police culture in America once generally accepted and (mostly) applied to black Americans allowing this violent behavior is growing almost exponentially often unrelated to racial prejudice. Too many videos show police officers enjoy disfiguring women as it's not just an act of violence... it's a way some men enjoy having sex. This fact is seldom mentioned but expressing hate and rape go together as both past and current History shows. Some police enjoy "leaving their mark" on the faces of women they chose to hate and violently slam down on their face breaking teeth.
      In the case of Officer Wiley Willis after the show was over a year and half later with the News media no longer paying attention the Shreveport Municipal Fire and Police Civil Service Board voted to reinstate Officer Willis on the police force with full back pay and benefits for the year-and-a-half he was "fired" using a "technicality" which I believe due to being obvious was put in place by the police using forethought gained from past experience working with their attorneys. His discipline was just a fake show IMO created to deceive the American Public the police now regard as a threat out to get them as well as a piggy bank full of cash tax dollars filled up annually allowing the onslaught of violent criminal behavior to continue and therefore grow unrestrained.
      So here we are again years later hearing the police laugh at torturing a small mentally disabled 73 yr old woman who was being nice and no threat to them whatsoever. Time is exposing what happens when unrestrained blind hate put out by the police is allowed to continue by not only supporting police violence, but funding it as well as if pretending to put out a fire with water and then switching over to use gasoline.

      The Good Samaritan law can have a large impact if the prosecutors see that the officers ignored anyone trying to prevent the crime.

      Until those who allow this ie the chief, DA's, the city council, mayor and especially the police unions start to be impacted on personal levels, this behavior will only escalate. Loveland for instance, is a small town where it would be quite easy to bump into any of these assholes, start the purge!

      They are immune to laws. I like to refer to it as corruption. They are judging the publics ire to decide if anymore charges will apply. They may no longer work in Colorado if convicted.     We all watched them laughing at the violence they committed on an elderly woman with dementia then refusing her treatment after admitting to what they did makes them some of the worst cops out there. Around the same time this dept settled a suit for beating and charging another elderly person who was a witness for not wanting to talk to them. This chief needs to be fired.

    I work at a popular retail store, I can't say the name (but you know) and a woman with dementia approached me the other day, obviously confused, I sought out the right care, spoke with her, remained calm, didn't accuse her of a crime or stealing, got her son (who was grateful) to come to pick her up, things don't have to be this way, it's the mindset of the police in this country. It is NOT a small minority, it is the MAJORITY in control of the system itself. No one had to train me to be a human being when dealing with someone like that. If you're a good person, it should be natural. The fact the officers acted the way they did speaks to two things, either you're training MAKES you a monster because the pound in your head, "everyone you run into is a criminal" or it attracts the kind of psychopathic people who lack that natural tendency. Either way, things have to be changed, and changed on a VERY high level.

      The press conference by the chief was laughable where he had the gall to say this wasn’t the Loveland pd , this isn’t the Loveland pd even though the people who committed these crimes were in Loveland pd uniform and it turns out this isn’t an isolated incident by this dept
      Loveland ! I think they should change the towns name to Loveland as long as your a cop .
      Cops are never going to change because the problem is most people think this issue is a new issue but in truth the crimes LEOs commit has been happening for a very very long time and the high ups don’t care what crimes are committed as long as they can hush them up because their main goal is preserve the integrity of the polices image in the interests of self preservation .
      The corruption is real and anyone who thinks that this cooperation isn’t corrupt is in denial , the blue line backers usually have members of law enforcement in their families and won’t accept that they have a POS psycho in their family .

      I live in Loveland and I know about 3 other cases similar to this one with officers trampling over the people who live in Loveland. And absolutely nothing being done about it. As a matter of fact my mother’s restaurant in downtown Loveland had its front window shot out by a random driver and Officer Austin Hopp was the one who was sent to the restaurant to investigate and months went by with nothing from the LPD or the officer who responded. Now I’m not saying every cop in Loveland is crap, there are some “good ones” but a lot are power hungry douchebags that forget the basics like reading you your rights before placing you under arrest.

    The chief says he didn't know about this until a few days ago when the federal lawsuit was filed.
    How could he not know?
    The FOIA requests, the woman's defense attorney demanding discovery, the viral videos, the media asking questions?
    Gross incompetence or a failed coverup, either way, he needs to go.

      don't forget that the bystander (you can see/hear him on one of the body cam videos) who witnessed Garner's treatment by the road apparently filed a formal complaint..... who knows where that ended up. Obviously the "chief" didn't hear anything. Smells like a cover up to me (or gross incompetence/negligence at all levels). Only reason anyone is hearing about this now is because of the lawsuit. I guess that's too big to hide or ignore.

      Yes I'm tired of hearing how dangerous there jobs are, the biggest threat to a police officer is there aactions of control over the person they are speaking too. And there attitude of showing there supposedly power over the people. It's not a few bad apples, it is the complete tree. You will never see me on the side of the road when the funeral passes of a fallen police officer. My thoughts will be was he one of the bad apples, and how many lives has been ruined.

    It was so awful seeing how far they pushed her arm up behind her back. It made me sick to my stomach when I saw it and you could almost see when her shoulder dislocated. They knew what they were doing, arms don't bend that way naturally unless you're double jointed or something. It was so blatant that you don't even need a trained professional to tell you that bending it the way they did would cause it to dislocate, anyone with an iota of common sense knows that arms aren't made to bend that way. Bless her heart

    What puzzled me in this case was the fact she didn't have any stolen items in her possession. The were taken by the store. I think she even tried to pay for them. There was no reason to even approach her when they saw she was only carrying dandlions.

    Very interesting story. I do believe the elderly woman who was arrested and hog tied by the police officer because she was “not listening” due to her dementia only weighed 80 pounds, however, not 120 pounds. She is extremely frail. Great story and thankful for this update.

    I saw the video from the jail where they are watching the bodycam footage and laughing and making comments on their assault on this poor old lady. It was so disgusting 😡 they had no regrets for what they did to her. It's definitely a systemic problem, absolutely!!! These problems with police are not training issues, well it is a part of it but a small part, it's the one one training that they're getting from other bad cops after the academy.

      My solution is that the city pays the officer a reasonable amount for liability insurance just like they do for uniforms, that amount is based on a new officer who has no claims.
      If the officer's insurance pays claims and their insurance rate goes up they eat the increase just like someone with a shit driving record has to deal with higher insurance premiums.
      Police abuse investigations should be done by an outside entity not tied to the police and the police union pays the cop's salary during this time while the cop sits on their ass.
      As we all know these investigations drag out forever and in most of them the cop collects full pay during that time.

They already make more then enough with their bloated overtime and let’s not forget all the benefits of cheap auto and home insurance because of being a civil employee. Or what about their amazing health insurance gifted to them. The cops pay for their own insurance to “protect them” when they royally screw up. How many other professions out there will let you resign after discovery of criminal conduct, yet there are no repercussions for the actions taken.

At the time she worried to her supervisor/married lover about possibly losing her job, not Jean's possible survival or her possible arrest. So, ten years was ten more than I expected. And the judge gave her (Amber) her (judge's) personal Bible.

    As of May 2022, one year after this video was posted. The elderly Ms. Garner has been awarded a 3 Million dollar settlement. She suffered a broken arm and dislocated shoulder in the incident. The male cop was just sentenced to 5 years in prison and 3 years of parole for his egregious behavior. and attempt to cover up his personal malfeasance.

    So her crime was “not stealing something”. Her dementia led to her walking out of Walmart with some stuff, she was stopped, surprised she forgot, offered to pay. Walmart called the cops out of concern and said there was no crime. This thug cop told her to stop, she kept walking, he beat her up. Hope he goes to jail and gets a daily beat down himself. Serve and protect???

      No. Her crime was stealing. She stole. They RECOVERED it. She was being arrested and charged with a criminal activity. She was combative, non compliant, and admitted she stole. This was not her first offense. She did not get beaten. She was fighting against restraining officers. They never struck her or use more force than necessary to arrest her. The only thug, is the old lady. Whether she had dementia or not, is irrelevant at the time of her arrest and not information the officer could have reasonably known. It’s the masses persecuting them for doing their jobs well.

The police had no right to stop her, no probable cause, she does not have to comply. They are fucking thugs and should go to jail, I’m sure they will. Let the courts decide.     What would be the penalty for shoplifting? A. "cite release" ( A ticket). Not a broken arm, or a dislocated shoulder. She was an old woman, a hundred and twenty pounds. Police have a hard job, and have to assert their control quickly. But common sense should have kicked in. There was no reason to manhandle her.

      I'm almost 40 and I've rarely seen any police in public so much as following basic traffic laws. Majority drive like azzholes park in fire lanes for non emergency reasons, handicap parking you name it. I watched a state cop almost sideswipe the car next to him because he was looking at his phone on the freeway, I threw my hands up on my way by and he flipped me off.......
