It can be - and it actually works - either way around as Yorushika's works are highly open to interpretation. Amy was inspired by Elma to go on his journey. But I agree that the other one is more meaningful.

for some reason, this reminds me of plagiarism
Shouldn't the title be "dance of god"?
I think it might be a play on words, "kamisama" itself means God but for some reason that I don't know, "Kamisama no Dance" turns into "Dance of you". Though it's possible that it's a translation mistake, n-buna is usually the kind of songwriter that plays on words in the songs he writes.
At the start of "Elma's diary", she says that God lives in the work that humans create. I remember in the story, Elma says that she thinks of Amy's work as important. So I think the title is symbolic of how Elma feels that there is a god living in Amy's work. Or maybe there is some continuity error in what I interpretate it as.
