IG, not all Hdmi cables will support 4k 60hz, hdmi version support bi dekhna padta hai lene se pehle, old hdmi cable was only running my TV at 4k 30fps, changed cable and got option to run 4k 60fps in nvidia control pannel.

Hence, there is no frequency fluctuation as such thing but HDMI requires 4.8-5.3V of power from the source if you use a very long cable like 30 meters or above then whether the signal will not transfer properly or you have to use an external converter to amplify the power. Just a few days ago I bought a 5m HDMI cable to my 4K TV from my PC. The screen loaded upto Motherboard bios screen and then crashed and the TV showed please check the device that you are connected to, while the same cable works flawlessly with my PC monitor.
