I think that Vulcan being a pepetual mirrors the situation with the Thundewarriors pretty much. When all is said and done and the wars are over who is better to be a pepetual than the one who is most Human.
Salamanders are my favorite legion, and there is a fan comic about a Salamander who connected with a little girl, who later died to a black legion raid. The Legion came back to cleanse the world of taint and the higher ranking officer talks about how other chapters shrug off casualties like this and become numb but it is the Salamanders who bear the burden. Which I think is a cool take on it, also I have a headcannon that a green lantern ring starts to enter the atmosphere after the original comic ends.
Vulkan is truly The Emperor’s Champion. I’m not sure if that’s a good or bad thing to be, but he does seem to be the one who gets the most important assignments. Being dependable is his primarch superpower.
It seems like him and Corax are the ones tasked with the most important things and deepest secrets. Vulkan was tasked with the fail safe of Terra and Corax was given the info about the primarchs.

The greatest travesty of Vulkan was his representation by his main Author Nick Kyme. If we were to gather all of Vulkans dialogue, throughout the entire Heresy - we could barely fill, half a page.

I like hearing others say that Horus was Emp's favorite son, but I think it's Vulkan. The reason why I think he's the favorite is that he's always called the other primarchs by their names. He's always called Vulkan "My Son". He never called Roubaute, Sanguinus, Horus or even the Lion son. Because like Rho said he told Vulkan that he is his greatest creation.
The greatest primarch is definitely a matter of opinion but, I think the strongest case could be made for Vulcan. His character embodies not only that of a classic hero of myth but, also traits and qualities universally viewed as virtuous and admirable in the real world we live. Furthermore, I'd put my money on Vulcan as the greatest primarch at the grill of a BBQ!
Absolutely loving this series. It's never 100% with topics like this, but, Vulcan really might be the best in so many categories. Commander, Duelist, Fabricator/Weponsmith, Tactician (not as strong as other maybe), Ultimate level of Humanity and compassion, then all his incredible sacrifices and achievements on top. I genuinely like Gulliman, and he has alot of top tier achievements and skills, has died multiple times and has kept coming back, never forsaking humanity, but not on this level.

He refuses to give up, and his nature as a perpetual had nothing to do with it. He would give himself up a billion trillion times over, even if he didnt just come back. No matter the anguish and the pain he persists. He does not submit to anything.
There are greater Primarchs, but Vulcan is hugely significant. It's been revealed that all the other Primarchs, though long lived, are mortal. Vulcan, as a perpetual, stands as the Emperor's true heir. He was made to be an eternal protector for mankind. He's not the greatest yet, but in the fullness of time he may prove himself to be so.

I searched and found it - "Assault of the Tempest Galleries" when they were still a prototype legion (the so called trefoil - along with the Space Wolves+Alpha Legion) called the Dragon Warriors.
I recently watched Nexus: Pariah and it gave me a massive love for the Salamanders. If I was brought into the tabletop warhammer I think I'd main the Salamanders. That and well... "Green is best"

I love all the loyalist Primich's and even some of the traders. Purty and Magus, but out of all of them, even Sanguineous, Russ, the Con, and my favorite Corax, non are the equal to Vulkan. Vulkan is to me what all the others should have been modeled after. If the Primich's were to be the best of mankind and to be the saviors of them also, I think Vulkan is the pinnacle of those virtues. Had Horus been half the man Vulkan is, he would have kicked the shit out of the Logar, killed Erebus, then went to the Emp, got all his brothers and their legions in line and them went and kicked the shit out of the Chaos so called "gods". Had Vulkan been War Master, none of the last 10,000 years would be the same in my opinion.

Its ironic that the primarch who is physically the most intimidating( the guy is more than 11 ft tall while most of others fall around 10 ft and has jet black skin with glowing red eyes) is the kindest among his brothers.
All goes back to the his founding, along with Leman Russ and the twins. They had a purpose after the crusade. Here’s my theory. Vulcan to be the defacto Lord regent of the Imperium and Guardian to the throne. Russ to to execute the other legions when Crusade when done….Thunder Warrior style. Alpha and Omega would then be the dominant chapter when it came to warfare, they were better after all.
Why would anyone even argue about Vulkan? He's the most wholesome of them all. Didn't he torch an eldar kid and later apologize for it? He's absolutely the most benevolent and human of the primarchs.
The Primarchs are Warp entities (probably) united to a human body that has the Emperor's own DNA. They are like bosses in the game Megaman, they cannot have all the weapons, they would be too powerful.
In case he no longer had need of them, or if they betrayed him, the Emperor had two primarchs killed for unspeakable reasons beyond the 18 or 19 primarchs we are aware of. Vulkan is unique among the primarchs in that he consistently maintains his virtues, regardless of the circumstances. Moreover, Vulkan's status as the largest of the primarchs suggests that perpetuality may require a particularly strong vessel. While his brothers may develop new abilities, Vulkan's primary trait will be his perpetuality, allowing him to outlive his siblings and continue to care for the Imperium until its very end. This is my best interpretation.
I still don't think the Emperor ever had the ability to create more perpetual sons. I think the Emperor got 20 souls from the Chaos gods in Molech, and these souls are what give the Primarchs their abilities. The Emperor waited until the 18th to feel confident enough to give the perpetual soul a primarch body.
I've got money on Vulkan being the best at making Curry 🍛 lmao 😂 but in all honesty, given the time to grow further a lead more I think there is no dispute that He would have become the greatest Primarch. Plus everyone wants to talk about who the best 1v1 Primarch is, but somehow the guy who demolished the guy who could see the future to a pulp with just a hammer.
