His city is laid out like my first game of city skyline. Just districts for schools hospitals entertainment, a fucking district for fire services. Imagine getting from the residential zone to school district. Youd have to go round the whole city. What a mess.
This is pretty much his first city skyline run. He’s just rich/influential enough to have his first playthrough in real life. Honestly if you played more than 1 skyline run you would have more experience in city infrastructure than akon does.

Meaning, than no matter how good the intention behind it is, the lack of actual expertise on how infrastructure and economy works is making this look like a joke. It looks like a science fair project and is doomed to fail - because he has no experience in any of the fields that would translate the vision into reality.
Scams and incompetence aside, there are so many better ways to help developing countries than by building an entirely new futuristic city. Why couldn't he help improve infrastructure in Dakar or other existing Senegalese cities instead? Any project like this should invite maximum skepticism. It screams vanity and hype.
