If you're getting a tourist voucher from a hotel, it must have the same entry date (visa start date) as your visa application. Since US citizens can apply for tourist visas for 3 years, the exit date (visa end date) doesn't have to match.

You'd apply for a 3 year private visa. Your friend just takes his private invitation form to a local notary and gets it notarized. Then, he will email you a copy of the notarized private invitation.
