What's the difference between the US version and International version?

I am going to buy S23 ULTRA SM - 918 B/DS from Saudi Arabia ( phone is made in Vietnam ). Can i use this phone globally hassle free ?
After setting up the phone its showing on display that ( THE PHONE IS LOCKED BY EMM DUE TO USIM REMOVAL AND OR CHANGE .
Whag does it mean ?
