i'd venture to say that if your house is more than 25 seconds old you probably have mold somewhere. even then, there's a good chance your brand new house has it.
Just because mold is black in color doesn't mean it's "black mold". It needs to be tested. Also, I hope you had permission from the homeowner to film in their house, making all these assumptions for anyone to see.

I bet there is standing water under the house. The moisture will always gravitate to the path of least resistance. In this case up through the floor. Also the poor roofing may also allow water to penetrate through. Leakey roofs can channel water behind the walls and not make itself evident for years. This is not going to be cheap to remedy.
A license doesn't mean anything. Just like anybody can get a builder's license with a little book study. You need someone who tears these kinds of houses apart on a regular basis and fixes them.

On porous surfaces, bleach can drive the mold in deeper. If I'm not mistaken, vinegar is a DIY alternative. Concrobium really seals the deal on smaller projects though.

anyone can become a licensed/certified inspector but that does not equate to being qualified. That just means they are allowed to "learn on the job". It's incumbent on the consumer to make sure their inspector is experienced and competent.

This was just surface observations without getting into the real condition of the property. I would not allow paparazzi during a home inspection. One of the first faults discovered was the faulty A/C. Fix the A/C and roof and watch how fast the 'mold' disappears ... ;)
