Good enough. But it lacks followup. Why not make it so that it does something when either: - used as a Fusion or Link material for a "Cyber Dragon" monster, or - give them lingering effects. A "Cyber Dragon" Xyz monster that has this card as material gains the following effects: (something). Kind of like how Photon monsters work.
This sounds like another solution to cyber dragon’s going second problem that’s missing a soul. It feels like an anti link hand trap that doubles as an extender. It need an effect on top of this to have any identity or use, as the quick effect implies use during your opponent’s turn or as recovery during your’s like for example an additional part of the effect that says that the link monster used to aid it’s summon can’t be used as material, preventing the opponent from link climbing with it further and not effecting the cyber dragon player as they don’t link climb beyond their link two, perhaps even allowing normal link decks to make their boss monster and then extend further. You could also do something similar to fenrier where it can activate an effect once your opponent has, which they will since it’s their turn, preferably one that A; is on a power level to fenrier since it essentially turns off all of your going second power unless your opponent removes it from the field, which they have a good incentive to do before it has activated its effect waisting their resources, giving them a dilemma: allow its effect to go live while trying to mitigate the damage, try to avoid using monster effects until it can properly be felt with, or remove it from the field by committing more resources to it while allowing you to resume using your going second cards, or B: give it a pancertops like effect to tribute itself to use its effect allowing you to resume using your hand traps and board breakers.
