Why exactly do you think that? A business that is easy to copy with a low barrier to entry is generally the exact type of business that needs rapid growth to survive. Otherwise someone else will beat you to it.

All that will happen in this case is that dragons will make less offers of they don't deem it worth it for 40% or less. Your regulation won't affect the outcome positively, only negatively. An entrepreneur has the right to accept or decline an offer from the dragons. Some might be happy to part with 60% and be worth 4 million is a few years. They may consider this a success. Others can say no and walk away. People are capable of making these decisions and don't need fiat imposed upon their decision making process. This man aptly exemplifies that no regulation is needed because he says no and walks away.
