Honestly, while Base Set Magmar is worse than Fossil Magmar, in this game it's actually not that bad. 2 energy for 30 isn't awful, especially when it kills Scyther with a Plus Power, and you can upgrade to 50 for a minor cost. Its problem IRL was that Electabuzz, Hitmonchan, and Mewtwo could kill with a Plus Power and Wigglytuff could kill in one hit even without that, but when you're not dealing with properly built Haymaker or Do The Wave cores it's a lot more viable. (I always slot a few copies into Fire decks in this game and it always ends up being a top performer.)

Can you re-evolve a Pokémon the turn you devolution spray it?
I don’t think so, because it’s the attack for the turn rather than a Pokémon power.
