I have this issue with my One X and I took it into a repair shop to get the Redriver (on the One X it is called a Redriver chip and not Retimer chip) chip replaced they said it did not fix the issue but I found out they used the 75DP159 chip which is the one for the Xbox One S's and the chip for the One X is the TDP158. I told them this and am now waiting on them to receive the TDP158 to see if this fixes things.
I'm having a real tough time getting the retimer chip off. I've practiced on donor boards, i cant seem cant get any chips off. Some videos showing rework station set anywhere from 380-480. And everyone getting the chip off in 30sec.

You should clean up the pads and resolder before putting chip back on.
