It's old (construction started in 1940) and has been leaking fuel into the groundwater because the Navy is full of incompetents these days. I'm fine with them draining it, but we should keep it in adequate repair that it could be used if there were a war with China - we're currently bringing storage on-line in the Philippines, but those facilities could easily be targeted at the start of a war. Having 250 million gallons of potential storage in Hawaii is just too useful to throw it away.
They didn't use "Flexi-Seal'...
