Railway Empire 2 Campaign Mission Revisit Chapter Three Part One

We start mission 3 which is a city founding and city growth episode set in the Great Plains of the US in the late 1800's. We set up a three city cluster (Kansas City, Topeka, and Wichita) to start city growth and encourage lots of freight hauling.
