Finally i found the problem today ,it was the tip3055 and 7805, all ics were on heat sink and when i unscrew bd139 and 7805 from heatsink circuit worked but unfortunately i shorted probes and the tip3055 died :) i tested it all three pin of 3055 are shorted together

Например у меня выходное 21в, а выход в Вашем случае 5в, значит падение в 16в умножаем на 8ампер =128Вт рассеивания, это погубит транзистор, а за ним и lm317. Вот если на входе будет 11вотльт то уже нормально. Но не забываем про охлаждение!
