By inserting the smooth flat sheet they’ve totally removed the bond between the lower and upper layers of brickwork !! 🙄 that’s a definite no, no ! (Retired builder here)
If the force of fiction between the sheet, mortar and brick was initially equivalent to the shear force of the mortar bond, it might be ok, but I've seen what moisture and mortar can do to steel over time.
What were they thinking😳

I'm not s builder (retired or otherwise) and even I can see that going very wrong.
Laying concrete on top of tiles will weaken the timbers underneath and probable collapse.
The roof lift "system" has been around for at least 50 years. It was done to my home long before I bought it in 1981.

It's most likely stainless steel sheet.
