The vanilla Hong Kong text does have some problems, but generally it is not particularly inconsistent, but the Chinese textures in these mods are almost all Nonsense, even with self-made Chinese characters (I don’t even know where the modder got the material), you can even see a nightclub sign with 《论语》(The Analects of Confucius)written in Lucky Money, just like hanging on the wall of an American nightclub with 'The U.S. Constitution', it makes no sense。
This part of the game was good practice for my Chinese reading abilities. You would think since this is HK they would all use traditional characters. I remember in Revision, Maggie Chow's elevator had some Japanese kana characters on the tiling which confused me.
You probably have better things to do, but if not, you might want to reach the modder and offer him your help with translation, i'm sure they and other chinese gamers would apreciate such contribution.

Since you haven't learned Chinese, I would try to replicate the stroke order for some of the more unreadable characters on one of those websites with stroke input. Then copy and paste the characters you get into a translation program. And a shocking amount of these textures are mirrored. [ plus x in Chinese romanizations is pronounced like a sound but more to the front of the mouth. I know you are trying your best (: ]
I remember that there were some monks in the temple next to Tong's compound that spoke some Chinese. Maybe you can look into them as followup on this video? I don't remember any other NPCs that talk in there native language though.
I only know of the 2 monks near the temple that speak mandarin (probably writing it wrong) Ni hao ma (Greetings) and Um go jie guo (excuse me) EDIT: A bartender in Paris also has a french line, and i think the boy in the Silhouette hideout has one too, if JC doesn't rescue the female hostage from MJ12
ChatGPT is interesting but tbh it would probably have been faster and more reliable to get ten minutes of a Chinese translator's (or just regular guy's) time? It also feels a bit weird using AI instead of asking real people because this isn't a dead language, we aren't archaeologists. But maybe you don't know anyone Chinese. Too late now, but I could have asked friends to do it. It's also concerning that AI is replacing so many real-world jobs, which is kind of unethical. Deus Ex questions for sure! I wonder if we will get the Tracer Tong ending irl, won't be long before we hit peak oil, and we won't be able to maintain long supply chains with climate breakdown and increased conflict. If I remember correctly, the devs actually visited each real physical place in order to make sure that they replicated it correctly in-game.
