      No money-only settlement can be sufficient. We have to start seeing the underlying problem(s) addressed. I don't always know exactly where the line is, but these "officers" were clearly over it.
      As for money? Is $1.9 million sufficient? Probably. Would $10 million be excessive? No - if the $10 million included sanctions against the individual officers involved.

      But local prosecutors would not be the ones who would prosecute such charges. Federal civil rights abuses being criminally prosecuted would be handled thru the Department of Justice. Not the local district attorney.

I used to work in farm fields in hot dry conditions all day for $2 per hour. Even $2m is 1 or 2 lifetimes worth of income for most people. Greedy people.

      Qualified immunity has no effect on things like this. Qualified immunity is not some magic cure to all things wrong with modern policing. It's a distraction to keep people focused on a useless cause so they aren't causing stress to the government machine by demanding anything that would actually cause them problems. COnemded qualified immunity a couple years ago but hadn't changed a damn thing about the way police behave. Elected officials have to be held accountable or street cops never will be.

      Lawyers fees and court fees are paid as part of the judgement against the defendant in this case the City.

      At the very least it's bad training. These happened in California. I am a former employee of the California DMV. Motorcycle plates and car plates have completely different sequencing. They cant be confused for each other in the system because of the sequencing. There are NO motorcycle plates that would also match the plate of a car and there is no 'motorcycle button' in the system to differentiate it from a car plate because as soon as you enter a MC sequence, the system knows its an MC because there is no possibility it can match a car plate (In CA commercial trucks like your Ford F-150 ALSO have different sequencing than a car or MC). Their excuse was nonsense. They spent so much time training these officers how to be 'tactical' that they must not have had any time to train them how the system they use several times a day works.

      From a German police perspective this is policing as it’s worst.
      These officers are badly trained, their tactics are escalative, over aggressive.
      Every random guy with a gun can act like this.
      A textbook example how such situations should not be handled.
      Too much aggressive yelling, gun pointing, handcuffing.

As I understand the circumstances of the family in the car going to the basketball game, the police understood it to be a stolen vehicle, so a flight risk, and they understood that the occupants of the vehicle may be armed. What is a more appropriate way police this encounter. so that everyone in this situation can be safer?

First of all, german police patrols are always manned with two officers. The police car is normally placed in front of the suspects car. One officer leaves the car, the other officers monitors the situation. He approaches the suspects calmly from the side. No gun drawing, no yelling. One major goal at this point is keep the stress level for the suspect as low as possible. It is important not to behave in an intimidating, authoritarian manner. In Germany officer safety is not the primary goal. Risk is part of the job. The key elements of risk management are deescalation, situation awareness and professionality.
      German police officers have to pass a difficult assessment to start the training. This includes a psychlogical and medical evaluation.
      Their training lasts almost 30 months fulltime (paid). After that, most begin their service with the riot police before transferring to the regular police service.
      In Germany normally the suspect would not commanded out of the car here, nor he would handcuffed.
      There where no indicators here that the people in the car are a significant high danger or threat. Especially with the kids onboard.
      The possibility of fleeing itself is not a reason for aggressive policing in a case of car theft. This is not a major crime.
      If kids are involved there is assistance called. If available, there are specially trained female officers for that to make sure that the children are not traumatized.
      Before acting here it is double checked if the car is really stolen.
      One legal aspect is different in the US which can make things more complicated. The police in Germany can always legally ask for an valid identification. If the person refuses that he can be fined from 150 to 1000 €. If it is not possible the identfiy the person it can then be taken to the police station and, if necessary, a search can be carried out.
      Handcuffs are only used in presence of sustained physical resistance. To move the person to the police a second police patrol with a transporter is called if the first patrol car is a station wagon. The suspect is placed in the back beneath a police officer. Handcuffs only if really necessary.
      This happens not so often on car stops because most people have some papers in the car to identify the person.
      I want to make clear that also in Germany situations like this not always handled in such a excellent way. Police officers are humans and make mistakes. But this is quite rare compared to the US because of the good training and police mentality and is investigated normally to make policing better.
      So citizns are not in fear if the police shows up.

    Law enforcement is out of control. Qualified immunity shouldn't exist. They shouldn't be allowed to investigate themselves, but be accountable to civilian review. Officer safety is not more important than civilian safety. I'm convinced a large pecentage of officers are cowards, bullies, or both. They earn any vitriol directed at them.

      They say stop resisting so it can be heard on their body cameras as they commit aggravated assault on someone who is NOT resisting.

    Firstly, really don’t think that the minors needed to be in handcuffs even if they were a part of some crime. Secondly on what planet would anyone be forced to lay on scorching asphalt? That’s despicable!

      Aurora is about a mile closer to the sun than sea-level, and in the August sun you KNOW that was hot. Aurora police officers have been found lacking in common sense and human decency far too often.
