Kind of like how Spike and many of the characters can never erase or escape their pasts. Smoking kinda follows that narrative. Deciding to smoke is a past decision, but if a cigarette isnt always present in the future, the thought of them will always be there. Smoking kinda follows you.

Also Spike is often seen smoking a crushed or bent cigarette which is sometimes nicknamed a "John Wayne" referring to the actor that often played cowboy roles and was also often seen smoking bent or crushed cigarettes.
For recreational purposes and to relax, duh. I mean, it makes sense when you realise that Cowboy Bebop was made as a direct antithesis to other Japanese Sci-Fi animated shows (I.E. Space Battleship Yamato and Sunrise's own megapopular Mobile Suit Gundam), and as such the crew of the titular Bebop are more open to recreational activities than for instance, Amuro Ray and the crew of White Base who were fighting a deadly interstellar conflict. In Bebop, there's no war, and the characters are trying to make a living each episode, so why not smoke and pass the time?
taking away spike's smoking is like taking away Faye's provocative fashion sense, its apart of their personality beyond just looking cool/hot, that unfortunately the writers either didn't understand or respect about the characters, and is ultimately why the show failed, due to a lack of respect and faithfulness to the source material, like all of Netflix's adaptations when will they learn?

Many times has there've been a rugged leather skinned cowboy lighting up before, during, or after a gunfight. Clint Eastwood comes to mind. Second is the music itself. It has an incredible soundtrack but it's mainly Blues or Jazz and immediately I'm thinking of smoke filled bars like you see in Jupiter Jazz Part One. And third I'm think old Film Noirs in which featured a lot of smoking with the main character. I'm not sure why there was a lot of smoking in those movies, but it was more than them just smoking. It was an artform. Someone lighting up on the right scene with the right music could be impactful. I don't know how to explain it but it's just a vibe as the kids say today. It's more than that. Ive quit cigarettes lots of times, spanning up to 3-9 months. But there are depressive events in life that i couldnt deal with. During those times i think to myself, whats the point of preserving my longevity? So back to the cycle of cynicism Sure it's a habit but it's comforting and very spiritual to the unhappy ones

You missed another big influence to the design. Chow Yun Fat - A Better Tomorrow. Triad gangs, guns, trenchcoats, smoking. Smoking was a big thing from the 80s and 90s in Hong Kong. Chow was one that made it look cool.
From a story point it comes down to this it is a form of rebellion while staying in the lines it is somethimg you do when you live right on the edge of law drink8ng can serve this same purpose but it is more natural so it does not convey quite the same message

Boredom, peer pressure, thinking its cool, lack of health knowledge and knowledge of addiction. All smoker forced themselves the first few weeks.. It made me and my friend nauseous. We were 1st year college then and we faked each other out by saying we both know how to smoke. Cycle that with a couple of beers and weeks, bam we have a new addiction. If i just knew that quitting is close to impossible i wouodnt have picked it up

Every character in Cowboy Bebop smokes besides I think Ed. It was seen as cool at the time the anime was made. While I like it especially the one scene where Faye is in the bar with a saxophone playing in the background smoking. I forgot which episode it was but it just gives a older classic vibe to me. Reminds me of noir like genre or something.
