Just started troubleshooting a Hitachi VT-F551, had the same problem. I ended up just replacing almost all the capacitors. Now it will accept a tape, but when it tries to play the tape transport stops right after moving just a couple millimeters and the VCR shuts itself off. So, back to work!
Yep death by ill capacitors, hopefully you got further with this old vcr. The crt tv may have some dead caps causing it to be unstable too. Crap-a-citors, evil in a tube lol.
I've got some bad news for you - I kinda gave up on it. So many bad capacitors... like 60% of the ones I pulled and tested. Also removing them damaged a lot of traces, since the caps leaked onto the board. I ended up giving it away. I hope the recipient has more luck than I did.

Unfortunately no. I ended up giving it away to someone else for parts/repair.
