Do you have a road touching the space? You should be able to place it. Inside of the kit you also need to make sure you are placing the base level and not the upgrade.

20% attack booster is starting to become rare now and Golden Orrery makes them.

When can I build level 1? I got in a kit and it allows m to drag it around the map, I cleared space for it but I cannot place it
