How do you determine the q value?

You really need to take into account several factors, including hole size, depth, material, etc. Lots of times when drilling with a hss twist drill, the only reason to retract is to get coolant onto the drill point in order to prevent overheating. Especially in materials like stainless steel.
A very safe starting point for your Q could be something like .15 x Diameter.
When using IJK values in your G83, you can go 1, 2, or even 3x diameter for your first peck, provided you are confident that the tool will hold up to it, and you have good chip formation/evacuation.
