Today, attended Oakville's motorcycle noise compliance voluntary testing at the Town Hall. A new noise by-law 2008-098 specifically targeted to motorcycles comes into effect July 1, 2012. Individuals who violate the noise by-law - a motorcycle exceeding 92 dba at idle or 96dba at 2000rpm - could face a minimum fine of $400
When I arrived, approx 12pm, in the parking lot was a Law Enforcement Officer (LEO) from Halton Region and an Oakville by-law enforcement agent carrying a decibel meter which looked like a microphone.
After an hour, of witnessing many bikes either passing or failing the voluntary test, I decided to leave when a dark sinister rain cloud appeared to the west.
The majority of bikes, mainly cruisers, surprisingly passed the casual voluntary test.
The test consisted of a decibel meter placed 50cm at a 45degree angle from the tip of the exhaust.
Some bikes became compliant when the rider turned down the idle.
Turned out to be a very interesting and entertaining afternoon listening to every rant, squawk, debate and give their 2 cents worth on the new by-law and loud pipes.
Next date for the voluntary testing is set for Sunday June 24, 2012 at the Town Hall
Oh yeah, btw my Kawasaki Nomad with Vance & Hines aftermarket pipes passed with a reading of 85.2dba at idle.

Reminds me of a story... I was outside checkin' the work on my Honda 90, when Nolan Alexander's dad came out of the shop and set on a MC, a few bikes away. My friend said, "Let's go talk to Mr. Alexdander! -He works here." We walked over and started talking. Then my friend said, "The bike is running!" It was a shop, so, of course, there's noise around, and street noise out front. But I didn't hear anything until he revved it. My friend said "It's a BMW." I was just kid then, back in '67.
I wonder if the ministry guy finds the work exhausting?

Testing isn't done at idle. They rev it to about 2000rpm to get the reading.
Enforcing a bylaw for noise is redundant. All the bikes that failed this test had illegal exhaust systems installed (straight pipes with no baffles). Enforce the provincial law that governs this and you will also lower the noise levels. It's just a cash grab, motivated by someone's personal issue with motorcycles.
I don't think it's a cash grab. It's a tax on not knowing or even caring that your noise is tormenting everyone else. Learning the hard way.
So do transport truck drivers get pulled over, tested and fined if their engine brake is too loud? Of course they don't....the government doesn't want to screw with the trucking industry because it is making them millions. Why are sport shooters and hunters NOT required by law, to use sound suppressors, (not silencers) for their firearms? It is blatantly obvious that this is nothing more than a "money grab," targeting a specific lifestyle and culture of people, within our society. If you think that your "torment," (which is all of what...at most 30 seconds, from a distance of 30-50 feet away, as you walk down the sidewalk?) is MORE important than the SAFETY and LIFE of another human being, well then sir, with all due respect, you need to get your Liberal head out of your ass! "TORMENTED" A pathetic excuse of an argument, you obviously have NO IDEA what, "being tormented" is at all~!!!
MrDirtdart yes, transport drivers do get tickets for noise violations. In Ontario if you use your engine brake or jake in a residential area it is a fine-able offence. As a rider the law isn't bad as it doesn't stop loud bikes, it stops obnoxiously loud bikes. As long as they enforce it properly.
I have had my AZ for over thirty years and in that time, I have never heard of one driver being fined for the use of his/her Jake brake. There are signs posted on the outskirts of a lot of residential neighbourhoods and towns (please avoid use of engine brake) but that does not make it illegal to use it. The offense you are referring to is simply a, noise violation. It does not specifically pertain to "Jake brakes." If a Jake brake is used properly, no matter the time of day or night, to avoid an incident where the safety of another person or property is at risk, even if a noise violation charge is laid, no court in Canada would uphold the charge.
MrDirtdart jake breaks are illegal in my town and they right tickets all the time there are sighs on ever road that leads into the town
at Laguna Seca raceway the dB limit is 92 dB @ race speeds. 92 dB @ idle probably equals 100+ at speed.

Just be a considerate person and keep the baffles in your pipes. Sucks when you are on the phone at your business and have to pause while a loud bike goes by.

I've been a rider for over 30 years. The comment that "loud pipes save lives", has no basis in fact. Period. The biggest safety problem with these cruisers is that they are poorly designed, overweight, handle poorly and in the hands of riders with little/no proper licencing. Most of those accidents are single vehicle.
These weekend posers are an embarrassment, and are only looking for attention and have no right to annoy the world.
90 db idling is far too loud.
Federal law states, "84 db", Why is everyone complaining about tickets at above 90 db. 94 db is ten times louder than 84 db!

There are just too many factors effecting these tests. Angle of the bike, distance of the pipe from the ground ( Note the bikes upright, with low pipes are failing? The sound is bouncing off the ground. Put your hand behind your ear and see how much louder everything sounds. It's the same effect. These tests are not accurate
Also, my bike , being fuel injected, idles faster than a carburated engine, that slight difference in idle speed will make my bike louder.
if you have an old bike from befor the laws was passed. what then? here in norway regulations can not go back so it is ok on old bikes.
I belong to a vintage motorcycle club.We tested bikes from the 1920's to current, almost all non modified bikes passed the test.

Wow complaining about loud pipes...what about that crap music that sounds all the same with that same old beat you hear?? Or the violence in the streets?? The bikers and the people in their pimped out cars who take pride of their rides are not the issues. Its the people out there with boring lives who need to complain about others to make themselves feel. Apart of society.
Lorne Foster I dunno bud i used to live on a busy street and some of the Harley's/cruisers were so loud that i could't hear my wife yelling at me point blank when they passed by with all my doors and windows closed. They would wake my wife up and scare my kids at night.
jay Day well some drivers need that to wake there asses up while driving and notice them so they wont get hit from idiotic lane changes/cut-offs i do think some are a little much but its all fine i think
Hah. Wrong. I hate loud bikes because I live in a city. I actually think the sound is entertaining, maybe if i was at a drag strip or race track. But in the city, already noisy, already hard to sleep, people work different shifts. Then every once in a while, some moron drives around, straight piping across the city, making 100x the noise ever heard, can be heard every morning at 5am, noise for 20 minutes, waking everybody up. So ignorant. Goes on for a few weeks until finally the police fine the jackass.

When you're travelling along-side a van, that alluva sudden, decides to want to occupy the space that YOU currently reside in, because it didn't SEE or HEAR you, and above all, a RED CROSS van( a 'make-work' maneuver?) the stock pipes came off, and I made open pipes. Don't like it? Tough!

i love riding but don't see why you need to run open pipes. they need to enforce noise laws more often. it's funny, the bike will be worth a lot more than i will ever have and yet they could not afford a muffler that looks nice on the bike. oh and i'm not talking about show bikes that don't get many miles.

Loud pipes saves lives is a lie. I ride daily once the season starts. Keep out of blind spots. Make eye contact. Don't tail and keep your distance. If saftey was truly your concern you would practice this. At least just admit that you like your bike super loud and don't care about everyone else around you. Don't hide behind false "facts". I'd say bring in this noise law for all bikes\cars\stereos on the road Province wide.

Except if you travel on highway every single day and so many times you notice that stupid people in cars never look for blind spots and merge into your lane and even when you sound the horn they give little to no forks.
When you change your pipe and you notice people looking over even if its for the noise that they do, they still see you unlike if you were to have silent pipe.
Loud pipes actually make EVERY one angry and pissed. Since every one is a majority of catr drivers that are pissed at ALL bikers then they make us pay and cut us off or almost brush you when passing.
One thing for SURE is that loud pipes does not make people respect bikers and are all put in the same bags.
Self confident people don't need loud pipes but uneducated and small dicks do. The louder the pipes the smaller ............you know the rest.
You present some pretty bold statements...I would like to know where you are actually getting these statistical facts from. To say that, "loud pipes makes EVERY one angry and pissed" is simply not true. If a Cruiser or Sport Bike goes past me with "loud pipes" as I am walking on the sidewalk, driving in my truck or sitting on my front porch...I could care less for the ten or fifteen seconds it takes for them to pass and honestly, I have more important things to focus my energy on, other than worrying about something so trivial.
Loud pipes have nothing to do with "self confidence," "small dicks" or "respect." Self confidence is a state of mind in ones ability or experience. For those who have a heightened level of self confidence due to loud pipes on their motorcycle, obviously these individuals have deep seeded emotional issues. Granted, there are those who think that just because they ride a Harley and have loud pipes, it somehow makes them a "tough guy." Your "small dick" comment, well that's just an off the wall remark based on your own personal opinion and has no merit what so ever. As far as "respect" goes, if you honestly think that you should or should not respect someone because they have loud pipes, then you apparently have no idea what the whole premise of respect is based on.
As a rider myself, I have first hand knowledge that loud pipes DO save lives. Since April of this year, I have had four vehicles pull directly out in front of me. The only thing that made them notice me was because I revved the hell out of my bike. The first three times, I probably would have walked away as they were in town and I was only travelling 50k/h. The last time, I would have been dead because it happened on the highway and I was travelling at about 100k/h. That is all the proof needed to know that loud pipes do save lives.
I have been riding for years, over that time I can not count how many times revving my bike has saved my ass from some dick in the lane beside me, suddenly just deciding to swerve over and cut me off or pull out from a stop sign or turn left in front of me. If you people want something to bitch about, try bitching about the retards who think it is ok to drive their 1200 lbs vehicle down the road while holding their stupid cell phone and texting. When was the last time loud pipes caused an accident? If you don't like loud pipes, too bad! My life and my safety are more important than your hurt feelings~!!

I will say they kinda need to do something. I ride and have custom pipes on my bike and it's loud. Not insane - but fun enough. I'm all about loud toys. Have you ever been sitting downtown at a patio and had 'that guy' go by and everything at every local business has to stop. Kids are freaked - people can't hear each other - etc. They need to police to the lowest standard - so we all get hit.

What a stupid test ! The bikes are twice as loud under full throttle. That's when the noise problems are worst. Make them rev the bikes to 2 or 3 thousand rpm for a true approximation of the real noise produced.

bikers in oakville are so rude, especially the old people on bikes. ..me and my friend bought coffee at tim hortons and parked beside all these bikes that took most of the parking lot. so i parked beside the bunch of bikes and one old piece of shit biker said something like " you have to buy something from here to park here or i'm calling the cops"... ....i said go ahead with the coffee in my hand.... they like to talk shit and harass people for no reason...

It doesnt have to sound like a jet taking off, just loud enough that the lady in the minivan with the stereo cranked can hear that im in the lane next to her and doesnt kill me. I'm still a teen bud... m not saying that there arent some moto's that are a bit too loud but really calling people child and shit they just want to have a nice loud bike. i plan to get a bike soon though... not like id do any real modifications to it but id never buy a bike new.. so if there are "illegal pipes" on it well fuck you wanna fix it cause i wont.
i just think that its a waste of time with these test... some dont really work.. because you have low pipes that seem louder because of the echo from the ground.
