no, it's the opposite that is why the games took so long making them to the pitch clock. Because they went away with calling strikes adding numerous more pitches. They would need a pitch clock if the would just call strikes.
How big was the strike zone when he pitched? He consistently got 6-8 inches off either side of the plate. I could have won a Cy Young with a strike zone the size of a Buick too.
