How come it's got a South African lisence plate?
Because it was registered in South Africa.All rally cars/rally-raid cars must be road legal so they must have vehicle registration and even insurance.

I want to rally race but I don’t have a money to afford a rally car and I have no experience in rally race and in any kind of racing activities. But if I have a chance I will do it for my own interest and for my country to compete 🇵🇭❤️

Whoever in charge of audio (probably the same poor guy that did the video recording) should know better. Can't hear what the driver says. Don't just use a cardioid mic on the camera, give the driver a lav mic.
And whoever was in charge of editing, lower the music level.
