    I'm surprised you didn't mention the fact that Arc cards lose A LOT of performance if you can't enable resizable bar. Forget PCIe 4.0 and forget potential bottlenecking, the A380 is somewhere near a 1650 in terms of performance, you simply shouldn't consider putting an Arc card in an older system simply because you can't enable resizable bar.

      Totally agree. The Arc 380 isn't a good pairing. It'd be better to match that CPU with a Radeon 480 8GB and not leave so much performance off the table. The 1660 he mentioned would be even better, but you probably won't find one of those for $60 like the 480 (which you could flash with a 580 firmware).

      @@DowneyMax I honestly don't know. You'd have to ask Intel why the the Arc architecture was designed around resizable bar. I've not seen any information why they made that decision or if it was necessary for some reason. I would like to know as well. Arc could have been an awesome budget option for a lot of people, but Intel really alienated a huge segment of the market considering re-bar wasn't a thing until the 3xx Intel chipsets. Thankfully, on the AMD size, re-bar has been supported since first gen Ryzen.

      @@dividion8102 Yeah, the 1660 is stupidly over priced for some reason on the second hand market. You can get a 1660 Super for the same money and they pull pretty much the same amount of power. Polaris cards are a stupidly good value right now.

    Intel themselves say not to bother with an ARC card if your system doesn’t support resizable BAR. Which this Haswell CPU doesn’t. (My ancient desktop has a 4770K, so I’ve looked into this.)

      I have a PC with the 4770K and opted for a 2060 since it's a PCIE Gen 3 card and the motherboard supports it. I picked up the ASUS Dual 2060 6gig last November brand new for $180. It's a nice card and it performs really well. I'm mostly into older gaming along with emulation and productivity stuff but it's a very capable card that pairs well with the 4770K.

      Power hungry yes, it definitely is. Just like the RX 6600. The so called 20ms spikes that are demonstrated by TechPowerUp prove this. But both the a580 and RX6600 are considered budget cards. The a380 and both RX6400 and RX6500XT should be considered as entry level GPUs. The same can be said about the infamous GTX 1630.

      ​@@ionamygdalon2263no other outlet has the 6600 consuming as much as the a580 in either idle or on a full load, the 6600 generally consumes half of what the a580 does
      Let alone... The a750 is just 20 bucks more, the a580 is one of the worst values at the moment

    I built my sleeper pc in this case and what I love about it is I don’t need screws to open it up and can easily access the components, I put a new 500w psu and a cheap a320 MicroATX mb and RTX 3060 took off the HDD bay and where the HDD bay was I put an extra 120mm fan using a double sided adhesive pad if you don’t want to drill more holes, temps are great, runs like a champ

    A380 also has AV1 you could use it for handbrake encoding and streaming

      If all you want to do is watch videos and encode videos then the Intel a380 is perfect. It has the ability to decode AV1 and also the ability to encode to AV1 (using handbrake).

    love to see builds like this, I did a similar build in 2019 for my son, using a lenovo prebuilt that came with an i7 3770 and 16GB RAM, swapped the psu (with adapter) for a bstock evga psu, added a 256GB ssd, and a 8GB rX 580, for the price i think the 580 is still a better deal today than the A380.

    For everyone who doesn't know better, unlike ETA, if you mix the ram sizes most motherboards (if not all) will not do dual or quad channel ram. Better off getting two 4, and two 8's, or just four 8s or 4s.

      Thats not really true for older ddr4 systems like this. Especially ones designed for the office environment. Yes you lose some performance but we are talking about around 2%.

      @@baroncalamityplus this is 100% true. Mixed ram sizes will not give you a dual channel config. Also this is a 4th gen ddr3 system not ddr4.

    Taking out the HDD bay and stick a 120mm fan in front with double sided adhesive pad if you don’t want to drill more holes makes a good difference in temps highly recommend if your planning on building a sleeper with this case

    Id love to see you throw in a am5 chip a big gpu and some ddr5 ram, hell you can even swap out the usb ports on the front to use non proprietary usb ports to work with new mobo and some have usb-c

    I built my son a computer similar to this. Bought a "Treasure Box" PC on Amazon. It's a refurbished Dell SSF i5-4570 with 16GB RAM. Took it innards and put in a case with a RX550 and 450W.PSU.
    Performs well with the games he plays. Fortnite, Overwatch 2. Naruto: Ninja Storm 4 and My Hero Academia.

    Thanks for uploading video was surprised in the CyberPunk at 60 fps and Star Field at 15-20 Range. Did you by chance try Locking FPS to 20/30/40/60 FPS with Riva Tuner to save CPU Cycles and Lower Frame-times to get Rid of the Lag Spikes and Choppiness. Would be cool to see a comparison vs RX 6600 and RTX 4060 too. See which GPU maker has better Older CPU support.

    I'm a bit confused with Intel Arc gpu's and rebar. I was of the impression that not having a rebar compatible cpu/motherboard left you unable to use the full performance of Intel Arc gpu's. True or false? To be specific, I have a low profile case with an HP motherboard/i5 9500 and wanted to install a low profile a380. Haven't done so because 8th gen Intel/the HP motherboard don't seem to support rebar.

    4790 should not be pegged 100% in FH5 at 65fps. Maybe ARC driver overhead is pretty severe

    Great build, but how did you get Windows 11 to run on a PC that has a 4th gen i7? Microsoft does have a list of Windows 11 supported CPUS, and that one isn’t one there. I know that you can do some hacking in the Windows registries, but I wouldn’t want to do that.

      A better budget option is building a new PC with a 12100F and a RTX 3050 (or a used 1660 Ti/ 1660 Super). Such a build can be upgraded with a 12400F or even a 12600KF (if higher power draw and temps are not an issue) and the GPU could in a few years be a used RTX 3060 Ti.

    Could you test amd vs nvidia vs arc with low cpu performance, It seems nvidia drivers have a lot of overhead and is particularly noticeable with low end cpus

    thinking about doing a low energy consumption emulator build (PS2, wiiu, PS3), most bc they price of energy went through the roof in Australia.

      This is true for many countries. I have a build in mind as I live in a warm climate like Australia. Pairing a 12400F with a RTX 4060 Ti 8GB (as the version with 16GB does not offer much due to the memory BUS bottleneck) would provide both very good performance AND low power consumption (take a look at the 20ms Power Spikes from TechPowerUp as it is important). To my knowledge Intel CPUs are best for emulation and so are Nvidia GPUs.

    Picked one up a week ago from MicroCenter for 95 dollars. Ain't used it yet, but got a case Lian Li Mesh 2 white and all the parts to build a new PC will start off with the A380 testing it out it will just replace my 4 month old desktop I built but going to be giving to my Niece. Current is Ryzen 3600 system. Moving to a 5600, just for my desktop. My gaming rig is not yet ready to replace.

    Awesome video! Doing something similar with a Dell precision 3630. 9th gen Intel i5 and it even takes normal power supplies! Payed 120 for it. Still trying to decide which gpu to go with though

    I am really surprised by the outcome of your video i was really expecting the performance to be God awful because you can't turn resizable bar on these older systems, but your video actually makes it look like a good option. I was hoping you would have mentioned something about the resizable bar issue with these arc gpus as that seems to be the difference of it working decent to great or really bad when compared to other youtubers videos.

    Rx 580 8gb would be a much better pairing for this hardware, especially since AMD drivers have much less overhead and thus ask for less from the CPU as opposed to the other GPUs. Or for a little more money, a 5600xt would still be able to be near fully utilized and provide a much better experience over the a380.

    For a budget gaming rig, ideally for 4th gen i7s you are not going much passed GTX 1070/1080 or RTX 3050/3060 territory. A used 1060 - 1070 or 1660 - 2060 are all great choices and should be able to run nearly full speed on this CPU. For AMD, maybe an RX580, RX 5700, or maybe a 6600 at most. If you have 6th-7th-8th or 9th generation... your options open up a bit more. 6th and 7th gen you could probably go more into the 1080-1080ti or 3060ti - 4060 space. 8th and 9th gen probably 4060 and 3070... maybe even 3080. You can push past what I am recommending as "loose" targets, but you often run into issues with the CPUs holding back those expensive GPUs. Also keep in mind there is NOTHING wrong with using lower end parts to start. If all you can afford is that GTX 1650 for $60 then rock that GPU in your old OEM prebuilt and enjoy some games.

      no way you just said that an i7-4790 would even make it to a GTX 1070 is insane let alone a 3060. The i7-4790 bottleneck the hell out of the 1070 with a 15% peformance loss.

      I suspect you may be underestimating the 4790 OR overestimating the 1070.
      I think it's possible that SOME specific games MAY feel the age of the 4790 particularly 1080p high refresh titles. A single game you might see -10-15% but I doubt you would see 15% performance deficit across the board when looking overall "gaming" performance across multiple diverse titles.
      I suspect a 1060-1650-3050 class GPU would be "fine" for an older 4th gen part.
      Also, if you are talking -15% performance as compared to a modern 13th Gen i3 or 7000 Ryzen 5... Then you are talking a completely different class of machine with a VERY different price tag than a $50-70 used Haswell office PC... I would also ask... If you are targeting modern CPU... Why would you use a 1070 except maybe as a placeholder?

      I have used/built 4670, 4690, 4770, 4790, 1271v3, all the way up to the 18core 2699v3 and a BUNCH of miscellaneous other i3/i5/Xeon CPUs. Haswell is the generation I have the MOST experience with. Next most is coffeelake (8th & 9th gen). When I tell you "it's fine" you can trust that I have literally built it and benched it myself.
      Here is where we agree: it would probably be better to simply use a lower end card on Haswel OR turn up the texture rate and shift the graphics load to the GPU. If you can afford to get modern 12th/13th gen OR Ryzen 7000 that is the play, but an office PC with a 4770 & drop in GTX1060/1070 or RX580 for $60-100 is perfectly fine as long as the power supply in the system can handle it.

    i wouldn't necessarily recommend running the 4790 with windows 11
    windows 10 is definitely the way to go if you want to maximize usability and performance
    maybe even run the ctt windows optimization script for extra points

    Prety dicent the i7 4770? On those crapy o.e.m boards they dont iven use the 4770 in full potencial the clocks of the cpu are all over the place. So the k on the 4790 its kinda meh. But my 4770 with my rtx 2060 playing cyberpunk is not at 100% use all of the time same goes for starfield is that i7 ok?

    Because every cycle counts on these older machines it may be worth trying lower end AMD/NVIDIA cards to see if lower driver overhead can improve performance. The Arc cards seem to struggle in titles like Starfield anyway. Might be a fun experiment. Either way good stuff and nice to see these old machines recycled back into service.

    In the UK we cant get an Optiplex anywhere near the US prices, of course we can ship them from the US but even that is very expensive!

    late asf but 2 questions:
    1.) Is resizable bar required (will it function) ? If I don't use it, will I still get the same performance a in the video?
    2.) Wil the LP version of the A380 still perform the same?
    If anyone can answer, it would help a lot

    The pointing at areas that didn't relate to what was being said was very distracting. I've noticed it in a few videos for quite a while and thought it was just a delay, but this was very out. It looked like you were pointing to the DVD drive when talking about the 2.5" SSD that's installed.

      Pairing a 12100F or a 12400F with a a580 would make a very interesting gaming rig. Not extremely Low budget but budget friendly.

    My HTPC is a 4790 with a rtx 2060 and it runs Starfield WAY better than this did. Kinda Strange

      The ARC line still has driver issues with Starfield. Although to be totally correct, your 2060 RTX is problematic as well. The game really wants AMD gpus. I have a 4070 RTX and performance in Starfield is disappointing.

      Intel's ARC cards rely heavily on Resizable BAR (Base Address Registers) to run efficiently. It's a PCIe tech that allows the CPU to access the entirety of the GPU's VRAM instead of in chunks allowing operations to be run simultaneously instead of in series. Also as a lower spec card it may be x8 electrically to cut cost. With PCIe 4 this doesn't matter as the chip is the limiting factor-- not so with a PCIe Gen3 system.

    I was using the i7-4790 with a RX 5700xt and getting much better FPS then 16FPS playing Starfield, I would say 30-45fps, so I don't understand what's happen with that CPU but it's not bottleneck..... ReBar?????

    A380 is excellent for Linux (Wayland) or media transcoding. I don't recommend it for gaming, even though it supports raytacing it is far too weak to bother. I'd go for an A580 or an A750 at the very least. Hopefully A580 settles below $150, it will be a good value. I wouldn't spend big bucks on Intel, I've had the Limited Edition A770, it's not competitive for gaming for more money.

    So it DOES work without Re-Bar. Might give it a try for my Core2Quad Optiplex, should be enough for Retrogaming and the card is cheaper than a freaking used RX550 here....

    I have this setup but I run a GTX 1080. Rebar makes the arc a nogo for these old setups. It's not the CPU holding this system back it's the lack of REBAR!

    Spend a bit more on an intel i3 10100 and a compatible motherboard and this card will perform much better with Resizable Bar enabled. The 10100 is less than $50 bucks now days and is still one hell of a chip for the value. if you are grabbing a flop-ty plex you might as well scratch the arc card off the list and get a RX 580 2048SP for like 60 bucks and just pray to the power gods that you dont have to upgrade the PSU as well. I dont think the 2048 SP pulls as much as a standard 580 from AMD. Also, if you plan to mimic his build get a precision t1700 with the xeon 1230 v3 or 1231, they are the same, if not a bit faster than the 4790 and much cheaper.

    Just delete this video now. It's bad advice for someone looking to build a budget PC. ARC cards without Re-bar support are useless.

    Im not sure why the i7 4790 couldn't get better FPS, i have the exact same PC with 24GB DDR3 ram and a 1650 palit and it gives me much better results sply in racing and fighting games. For FH5, i get 90+ fps and average 60 in other AAA games (SOTR, RDR2)
    Maybe the Arc isnt suiting the H81 platform as yet

      Arc GPUs all but require resizable bar, and this Haswell CPU doesn’t support it.

      ReBarUEFI works but I wouldn't spend any money on a cpu below 8700K for gaming. HWBot benchmarking is another story because XOC is my hobby@@CantankerousDave
