You mean battery fires in cars? Usually gasoline is easily controlled with a dry chem extinguisher and controlled pretty quick. The tank on that car was ruptured. That is why the flames were so intense toward the rear when they first pulled up. That was the gasoline burning.
Rescue 810 is actually a basic life support so they only have EMTs onboard. Either they were dispatch for manpower purposes or medical reasons or they just happened to be nearby.
If the original report did not specify a parked, unoccupied car then the dispatcher is likely to assume a worst-case scenario such as a crash or vehicle malfunction while moving that started the fire. The car's driver might have been injured in either case.

Really like the configuration of LAFD pumpers. Even so, I’m fond of P&R bumper mounts nozzles for quicker attacks. 🤷♂️

They are also cross trained as fire fighters. So they can do both jobs if need be.
