Yeah, similar to what Yellowbonnet Productions said, when I've been out there, they usually go north through Redondo Beach around 11 am - 12 pm, and then back south around around 1 -3 pm (often after a lunch stop in the Hawthorne / Redondo Beach area). And then they switch at Alcoa at Torrance for a while before heading south to Watson.
That hopper is a buffer car. I think it's empty. Stack trains are often stored at Alcoa temporarily when there isn't room for them at the port. Extra moves are made along the south part of the Harbor Sub to move those stack trains to/from Alcoa.
