Devil has nothing to do with fear. Fear is our mind doing its best to prevent the scenarios we are anxious about from happening. It's how the emotional self protects itself from potential dangers in life. But I agree, it's a constant "battle", in that the subconscious has a strong inertia, and doesn't respond well to just any means of assuaging it. If we could just deactivate fears on the spot in all scenarios........the minds' fear mechanism wouldn't be doing its job of keeping us safe. Of course it is running on a buuuuunch of assumptions, many of which must be rectified consciously by us, but it's a form of intelligence. Basic pavlovian intelligence.
The mind is created by God and was intended for a state of godliness and peace. When the devil comes in to play, it is the opposite and the great fall occurred (adam and Eve eating the apple which resembled ‘all knowledge’ a spiritual door of the ungodly fallen state opened to take place in the human consciousness (all evil spirits such as fear, hate, envy, etc). Which then allowed all spirits of disruption to take place in the human mind such as dealing with insecurities, anxiety, envy, anger, etc.) The thing that is well to understand is the spiritual realm was created before the physical. Therefore the human conscious was created before humans itself (this is also stated in science beliefs) and with the belief of God (around Christian belief) we were created (by God) to be at peace and have a peaceful conscious. But when the great fall occurred with Satan, this brought , & opened doors for sin, oppression, possession, and all things dealing with evil spirits. The devil is the root to all evil. God is the root to all good. I hope you understand what I’m saying!
