Considering all numbered GTA games take place in the year they released, no. Vice City was great because of it's atmosphere, not location alone. A modern Miami parody wouldn't do it justice.
I want VC LC and LS. Fuck my life that's what I want. They won;t do it but I want them to put at least 2 cities in the game. Like in the original Vice City game you do a few errands in LC and then you get sent to VC. Or from LS to VC. And then even alternating between the cities I dunno.

There's a cutscen that is like 2 minutes long when you buy the ice cream factory where the old owner (this old lady) sell Tommy the place and tells him that it's a cover for drug dealing or something like that and that she even hates children
