You're never not going to be short on opium, it's one of those things where the populace will use as much as is available and they can afford. In my own play I found it pretty much impossible to satisfy that demand.

Have you tried 1.8 yet? Some features, like cultural movements and assimilation, have changed.

My playthrough will be checking out 1.8 as one of the Indian nations. The politics and cultural changes are very interesting.
