There's no such thing as "war crimes". The government decides what's a crime or not, so anything that the government permits is inherently not criminal.

And yeah they should not be sanctioned, most of the countries that do sanction don't want to but the US and Israel i believe still want to which made the rest of the US' allies still sanction them

This game was definitely supposed to be the next hoi4: lots of very shallow and arbitrary systems, but there's no actual goal and the situations are very diverse so all the systems have different impacts everytime
It's just missing the arbitrary railroading onto a single historical or alt-hist path.
I don't think you've played HOI4 if you think its "diverse" or that any of the systems are arbitrary. It's all extremely repetitive other than focus differences changing how countries interact. The systems are complex enough, a competent player can steamroll Paradox's shitty ai. There's literally mods that have made the AI so much better...not even specific AI mods. Even the pony mod makes the AI more fun.
