If you struggle with using building capacity in the late game, just put your railways and power plants on auto expand. This will boost your GDP massively. Just remember to switch over to coal fired as soon as you have the tech. Needs a bit more micro, but will help you BIG time.
Also, the USA is spending less than you probably by NOT running every single mobilisation option. TBF, they also lost like 2:1 in terms of dead in that first war, as you ended up chewing through their entire conscript wall before being able to push.
