Can this be done with only one strap of elastic? Or no elastic at all?

The two rows of elastic make the height of the band look better and I think offer more stability, but you could definitely try one row.

I think either would work for it. a woven won't be stretchy but you don't really need it to be.

How do you not wobble all over the place when sewing line of stitches? My seams and top stitching always look like I am looking in the wrong direction. And how is your machine so quiet? Mine could wake the dead.
